Activation Server Busy or Unavailable

What This Error Means

Windows could not reach Microsoft's activation servers, or the servers returned a temporary failure. This is usually a network or server-side issue — not a problem with your key.

Corporate firewalls, VPNs, DNS filtering, and proxy servers often block the activation endpoints. Microsoft's servers also experience brief outages during major updates.

How to Fix It

  1. Check your internet connection and try again in 15–30 minutes.
  2. Disable VPN or proxy temporarily, then run slmgr /ato.
  3. Ensure these endpoints are not blocked: kms.core.windows.net, activation.sls.microsoft.com.
  4. Switch to a different DNS (e.g., 1.1.1.1 or 8.8.8.8) and retry.
  5. Use phone activation as a fallback: press Win+R, type slui.exe 4, and follow the voice prompts.
